Urgent UAE: adopting 14 types of leave, starting from July

The federal authority for Human Resources has adopted fourteen types of leave for employees of federal ministries and agencies, including the introduction of five new types, including full-time leave for self-employment, full-time representation of the state, for civil servants, and amendments to some other types of leave.

The executive regulations of the Federal Human Resources Law:

The executive regulations of the federal human resources law, which will go into effect at the start of next July, identify 14 types of leave to which an employee is entitled, subject to specific controls and requirements, including the possibility for a citizen employee to obtain a sabbatical leave for self-employment according to the mechanisms and conditions determined by the Council of ministers.

The authority has also introduced the "full-time leave to represent the state," whereby the head of the federal authority or his authorised representative may grant a citizen employee an exceptional full-time leave with a gross salary in order to carry out any work or tasks related to representing the state in national teams or sports or cultural activities, or for other similar reasons not directly related to the work of the federal authority in which the employee is employed.

One of the most notable vacations introduced is the "national and reserve service leave," which entitles a citizen employee to paid leave to perform national and reserve service in accordance with the country's laws.

The list of approved holidays includes "annual leave, maternity leave, parental leave, sick leave, mourning, study leave, national and reserve service, leave without salary, Iddah, Hajj, leave to accompany a patient outside the country and inside the country, sabbatical leave for self-employment, and sabbatical leave to represent the state."

The regulations set out general provisions on vacations, which consist in granting the employee the due leave within the period authorized by the competent authority, and the employee's term of Service is considered continuous while he enjoys any of the scheduled and authorized vacations, and the employee is obliged to start his work on time after the end of the vacation, otherwise he is considered to be out of work.
