The department stated that the basic health insurance policy is characterised by an annual insurance coverage of health services amounting to 250 thousand dirhams, and it grants its holder 100% coverage of treatment in outpatient clinics with a participation of 10 dirhams by the patient, 100% coverage of inpatient treatment in hospitals, and 100% coverage of medical services. The department also stated that the basic health insurance policy is characterised by an annual insurance coverage of health services amounting to 250 thousand dirhams. The patient contributed 750 dirhams towards the care during their natural delivery, caesarean section, and any difficulties that arose. People with low incomes who receive a total salary of up to 5000 dirhams per month are eligible for this programme. Also eligible are people sponsored by a resident expatriate who are not covered by the health insurance provided by the employer and who do not benefit from the flexible health insurance policy, as well as sponsored citizens who are working. In addition to providing assistance to non-citizens who are destitute and involved in serious humanitarian situations, assistance will be provided in accordance with their own provisions.

Those who come to the emirate on a visit visa, as well as children who are sponsored by the father or mother and are not permanent residents within the country, are eligible to benefit from it, provided that a document is presented stating that, and this document covers medical treatment services for emergency cases only. While the health insurance policy for emergencies does include health services for the treatment of emergency cases, those who come to the emirate on a visit visa are also eligible to benefit from it. According to the current pricing of goods on the market, its cost is computed based on the total number of days spent in the country, whether as a tourist or a resident.

According to the department, the insurance coverage for medical services under the flexible health insurance policy is characterised by an annual coverage of 150,000 dirhams, 80% coverage for treatment in outpatient clinics, 80% coverage for inpatient treatment in hospitals with a maximum participation of 500 dirhams per visit, 1000 dirhams annually, and 90% coverage. In addition, the coverage for inpatient treatment in hospitals has a maximum participation of 500 dirhams per visit. A maximum of 7,000 dirhams will be charged for childbirth services in the event of a normal delivery, while 10,000 dirhams will be charged in the event of a caesarean section or difficulties.

While the list of beneficiaries of the policy does include expatriates living in the emirate who work in the private sector, provided that their monthly income is greater than 5,000 dirhams, willing investors, owners of free business licences and their sponsors, in addition to those sponsored by a resident expatriate who are not covered by health insurance provided by the employer (whether the employer is public or private), the list does not include those who work in the public sector.
